Flying with a dog or cat from Toronto to Cancún
Mexico doesn't require a health certificate for pet dogs and cats from Canada. Instead, an inspector checks your pet on arrival for signs of disease and parasites. The hard part is finding somewhere to stay, because most all-inclusive resorts don't take pets.

Your trip, step by step
Before you go
- No health certificate is needed, but a vet check and flea and tick treatment before you go are strongly advised: if an inspector finds a tick, your pet is held until it's cleared, at your cost.
- Bring a clean carrier without bedding or accessories, and only enough food for the day you arrive.
- Book pet-friendly accommodation first: most all-inclusive resorts don't accept pets, but many rentals and some hotels do.
At Toronto Pearson
- Pearson has pet relief areas after security in both terminals, including Terminal 1 domestic (Level 2), Terminal 1 transborder by gate F83, and Terminal 3 by gate B26 and by gate A9. There are outdoor areas before security too, such as outside Terminal 1 departures at Aisle 15.
- Pets must stay in their carrier inside the terminal (service animals excepted). At security, tell the screening officer you have a pet. You'll carry your pet through the walk-through scanner while the empty carrier goes through the X-ray.

The flight
- Lots of nonstop options (Air Canada, WestJet, Air Transat and others). Small pets can usually fly in the cabin. Sun routes fill their pet spaces quickly in winter, so add your pet when you book.
Arriving in Cancún
- Take your pet to the agricultural health inspection office (OISA) at the airport, where a SENASICA officer examines it for disease, wounds and parasites.
With your pet in Cancún
- Hot sand and midday sun are hard on paws: go to the beach early or late, bring shade and fresh water.
- Check each beach's rules before you go; some don't allow dogs.
- Keep your pet away from strays and standing water.
Coming home
- Coming home, use the CFIA's online pet import tool before you leave Canada so you know what you'll need at the border. Keep your pet's rabies vaccination certificate valid for the whole trip; dogs and cats 3 months and older usually need one to come back into Canada.
